As well as an indoor snow centre the site would include an indoor ice rink, skateboard park, freefall centre, fitness centre and health spa, as well as shops and restaurants.
The centre would be built on the town's former airfield as part of a larger re-development plan for the site including houses and businesses.
Leisure Dome Limited believe the centre could attract 2.5 million tourists a year to the Somerset town.
